Wayne County District Attorney A.G. Howell announced today the arrest of James William Neumann, age 22, of Paupack Township, Wayne County, Pennsylvania. Neumann was arrested today by the Wayne County Detectives and charged with one (1) count of Possession of Child Pornography and one (1) count of Criminal Use of a Communication Facility, each graded as a felony of the third degree.
According to the criminal complaint affidavit of probable cause filed by Wayne County
Detective Michael McMorrow, the investigation began in August 2025 after Snap Chat (Snap, Inc.) reported a user sent obscene material to a child. Additionally, Snap, Inc. reported the user was in possession of apparent child sexual abuse material that was uploaded by the user. Snap, Inc. reported the incidents to the National Center for Missing and Exploited Children (NCMEC) who in turn notified the Wayne County Detectives.
A search warrant was served on April 29, 2026 at Neumann’s residence by members of the Wayne County Detectives, Pennsylvania State Police Northeast Computer Crime Unit and officers from the Pennsylvania Internet Crimes Against Children Task Force. At that time, police seized electronic items from the residence and interviewed Neumann about the uploads. Investigators located Child Sexual Abuse Material on Neumann’s devices and a warrant for his arrest was obtained.
On May 6, 2026, Neumann turned himself in to the County Detectives and a Preliminary Arraignment was conducted by Magisterial District Judge Carney. Neumann was released on nominal bail. Neumann is due back in court on May 13, 2026 at 9:00 am. *The filing of criminal charges is not evidence of guilt but simply a description of the charge made by the Commonwealth against a defendant.
