Patrick L. Robinson, Wayne County District Attorney, announced today the arrest of Jeffrey Robert Drumm, age 36, formerly of Lakewood, Pennsylvania. Drumm was charged with Possession of a Controlled Substance (Misdemeanor) and Contempt for Violation of Order or Agreement.
According to the Affidavit of Probable Cause filed by Sergeant Donald Thacher of the Honesdale Borough Police Department, on September 9, 2019 at approximately 9:22 am, Sergeant Thacher observed a vehicle being driven by Drumm on Court Street near 8th Street in Honesdale Borough that displayed an expired inspection sticker. Wayne County Deputy Sheriff Kominski and his partner, K-9 Manfred, arrived shortly thereafter. As the traffic stop concluded, Sergeant Thacher asked Drumm for permission to have the K-9 search his vehicle and Drumm agreed.
The K-9 alerted to the passenger side of the vehicle, indicating the presence of a controlled substance inside. A search of the vehicle was conducted by Wayne County Deputy Sheriff Sanservino, who found one small package containing two grams of suspected methamphetamine and two small packages containing suspected methamphetamine residue. The officers also discovered that there was an active Protection from Abuse order prohibiting Jeffrey Robert Drumm from having contact with his passenger.
Drumm was taken into custody for the suspected methamphetamine and for violating the Protection from Abuse order. He was brought before Magisterial District Judge Carney for a Preliminary Arraignment. He was arraigned and released on $10,000.00 unsecured bail for Possession of a Controlled Substance (methamphetamine) with a Central Court date set for September 18, 2019 at 9:00 am. Subsequently, Drumm was remanded to the Wayne County Correctional Facility after failing to post the $2,000.00 bail set for the charge relating to Contempt for Violation of Order or Agreement. A court date for that charge will be set at a later time.
District Attorney Robinson stated, “This is a small example of the value of K-9 Manfred in detecting illegal drugs. This stop also serves as a warning to the citizens of Wayne County that methamphetamine is a looming problem. Methamphetamine is evil and must be stopped before it becomes an epidemic.”

A charged Defendant is presumed innocent until a jury returns a unanimous finding that the Commonwealth has proven the defendant’s guilt beyond a reasonable doubt or until the defendant enters a guilty plea to the charges.
